feat: create seperate traefik crds chart (#18969) **Description** In the future we want to split traefik from its crds. As there is a "one-to-many" relationship between a single set of crds and multiple traefik instances. It also allows is to actually update the CRDs This adds a seperate CRD chart for that **⚙️ Type of change** - [x] ⚙️ Feature/App addition - [ ] 🪛 Bugfix - [ ] ⚠️ Breaking change (fix or feature that would cause existing functionality to not work as expected) - [ ] 🔃 Refactor of current code **🧪 How Has This Been Tested?** <!-- Please describe the tests that you ran to verify your changes.
